ARPSC Meeting Minutes - July 16, 2007
Call to Order (City of Lansing EOC - Emergency Management Chief Trent Atkins attending)
  1. New "Sign-in" & RACES certification sheets are continuing to collect current data for emergency contact information
    1. The "Sign-in" sheet includes information such as: Name, Call, E-Mail, Phone, and the modes you enjoy working as a Ham. This list was created in Excel in order that we can begin to use it as an official database in order to keep track of all our members.
    2. The RACES Certification sheet is intended to be a ready reference for future training needs.

Old Business

  1. MEPIN - was not discussed at this time
  2. COMMON GROUND
    1. Trent Atkins presented certificates to all those that invested so much of their time over eight days. (Thank you Trent for being so thoughtful)
    2. Trent Atkins provided meals for the volunteer ATV operators as well as the CERT team members each and every day!
    3. 46 ATV operators worked over 322 hours bringing video from four cameras to the Communications/Coordination Center.
    4. Dennis Boone - KB8ZQZ and Jeff Goeke-Smith - KC8PUN gave their report as to what worked well and lessons learned. (Thank you so much Dennis & Jeff for organizing the gear and controlling all of us wayward operators without hurting anyone!!)
    5. The "IRONMAN" award this year goes to Joe Caswell - KC8WJY!!! Joe worked every single shift, every single day! (Well done Joe!!!)
    6. Equipment needs: Trent Atkins has asked for a cost breakdown for outfitting one more ATV set-up. We currently have two.
  3. FIELD DAY REPORT (Thanks Roger Barnhill - AB8RX for the report!)
    1. Total Contacts: Voice = 262 and CW = 241
    2. State Journal covered the event
    3. Sandy Allen from the Lansing City Council was a visitor
    4. Food was fantastic!! Joe Caswell - KC8WJY made some great ribs!!!

  4. D-STAR
    1. Information about D-STAR can be found at: www.lansingarpsc.com
    2. The Region One proposal was defeated in the Equipment Committee.
    3. Since the ARPSC meeting, the D-STAR project was approved in the Regional Board Meeting. This means we will be receiving D-STAR equipment at some point in the near future. For good or bad, the digital world is at hand… More to follow in the future!

New Business

  1. FSD-212 "ARRL Reporting Format"
    1. This is a report the ARRL requires the ARPSC EC fill out once per month that reports all of our activity.
    2. I am asking SKYWARN, Net Activities and Public Service events be reported to me, in order that I may be able to track our time as a group.
  2. CODE SPEAR
    1. District One Regional Medical Response Coalition has granted us enough licenses to enter our members in the Code Spear system.
    2. This system will provide an alternative tool to alert & notify all operators in case of emergency via: cell phone, E-Mail, home phone, pager, etc.
    3. All AEC's have been entered into the CODESPEAR system. Tom Shaver - KC8NJK will follow up to those in the system, details as soon as possible
  3. NEW EAS - SKYWARN Procedures coming soon
    1. Discussion about how Warning Sirens are activated in the county. Sirens in Williamston & Webberville are now set off from Lansing.
    2. Trent Atkins has purchased the new Barons Weather Software! This is the live feed from the WLNS Doppler Radar. It will be configured soon
    3. Discussion about allowing, or not allowing non-trained spotters to give reports to Net Control. More to follow soon
    4. Lansing/Ingham ARPSC needs more trained Net Control Operators. If you are interested, please contact Tom Shaver - KC8NJK.
  4. CITY OF LANSING ID CARDS
    1. If you do not have a valid City of Lansing ID Card, we will be compiling a list during the September meeting, in order to get you one.
    2. If you have an ID card, please bring it to the September meeting in Lansing.
  5. BACKGROUND CHECKS
    1. The Lansing/Ingham ARPSC group requires everyone to pass a Background Check performed by the Lansing Police Department. Everyone that has not already will be provided forms to be filled out to begin this process.
  6. RACES STANDARDS & REQUIREMENTS
    1. This group has now been in existence for about nine years and the FEMA IS certificates have passed through the hands of five emergency managers. Some records are in Mason, some in Lansing and it is difficult to tell (Officially) who has actually completed what.
    2. As of January 2008, all records will be brought up to date. As of this date, your file must include copies of all FEMA IS classes you have completed. Tom Shaver - KC8NJK will have someone collect all the certificates and file them by name. After such time, we'll know what we have records for and what we don't. (If you would like to volunteer to take on this project, contact Tom Shaver - KC8NJK)

  7. MAJOR EXERCISE IN MONROE COUNTY AFFECTS US
    1. The Michigan Army National Guard is asking us for help on August 21st & 22nd. They would like to see if we could be a back-up form of communication between the National Guard Headquarters in Lansing and the Monroe County Emergency Management Office.
    2. They are requesting two forms of communication.
      1. HF using the State Emergency Frequencies
      2. IRLP (Internet Radio Linking Project)

  5. NET CONTROL: Dennis "Rocky" Beckner - K8RDN (Dennis is new to this position, but not new to Net Control. He comes to us with years of experience with not only Net Control knowledge, but SKYWARN as well. Dennis has many years of real world experience he will be bringing to our group.) We are grateful Dennis has agreed to take this position.
    1. This is a new position that will coordinate the very important tasks of Net Control as needed for exercises and crisis situations.
    2. This person will manage (as many as possible) volunteers who are willing to take on this function as needed.
    3. All Net Control operators will be trained and given manuals to assist them in their responsibilities.
    4. Dennis is currently preparing a Net Control manual, as well as some ideas for future training!

  7. MEDIA: In the near future, Bill Cote - KD8NYW will be assuming this role
  8. DIGITAL MODES: OPEN
    1. Need for someone that enjoys modes like Packet & APRS to oversee those in our club willing to volunteer working these modes
  9. HF/CODE: OPEN
    1. Need for someone that enjoys working HF Voice & Code to oversee those in our club willing to volunteer working in this area.
